The solution to your initial problem is indeed what you report in your update message.
As discussed also in other posts on this forum (example1), FLUKA during the transport of electrons considers also multiple scattering, secondary production and more. Consequently, the CSDA range value you extract from FLUKA deviates from the one in ESTAR.
