The output of the RESNUCLEI card is simply the amount of residual nuclei (fully de-excited down to their ground or isomeric state) in the full BF3 region per unit primary, but since you impose a volume (314 cm3 which looks correct) it is now the quantity of residual nuclei per unit primary, per unit volume i.e. per cm3. The output of the USRBIN however is GeV per unit primary in each of the 7 regions you specified, since you requested region-by-region energy deposition scoring.
The energy deposition scoring you requested shows energy deposition by ALL particles. In any case there is no 2.31-fold relationship between the two since you also don’t specify the reaction channel that yields 2.31 MeV as you quote in the pdf. If you indeed wish to establish the connection between the two scorings I advise you to for example look at this post on activation scoring. Or extracting more elaborate information using an mgdraw.f routine in this post. If this is not the direction you want to go in please elaborate what you try to achieve.
