Where can I set the Beam intensity parameter in flair (for example 1X10^8 ion/s), which card, or user routine? Thanks a lots!

The physical observables you estimate with a Monte Carlo simulation of radiation transport are normalized per primary particle (or rather event).

It is then up to the user to scale quantities a posteriori according to the incoming beam intensity.

PS: Off the top of my head I can only think of one particular situation in FLUKA where this input is natural: when defining irradiation profiles for material activation calculations.
