How to build a cylinder with different elliptical bases

I would like to create a cylinder that has two different semi-ellipses as bases or even two different ellipses if simpler. How can I do?

you can specify the surface of an elliptic cone using the generic quadratic surface QUA, and use two planes to specify the bases.
