Is it possible to use FLUKA to calculate the neutron source generated due to spontaneous fission and (alpha,n) reactions in uranium-dioxide fuel?

No, in case of radioisotope decay, only the electromagnetic radiation is explicitly generated and transported. Alphas will also be included in a future release, but this is not really going to change the picture for your purposes, since a reliable neutron spectrum shall rather be input as source term by means of a dedicated user-coded source.f routine. It cannot be obtained from FLUKA out of an uranium decay simulation. Cheers
